International Governance of Carbon Leakage and China's Adaptive Choices
The global goal of achieving carbon neutrality under the Paris Agreement must fundamentally address the issue of carbon leakage.Developed countries have adopted carbon leakage prevention measures and carbon border restrictions in their carbon pricing policies to address the issue of carbon leakage.International specialized agencies propose a unified global carbon pricing to directly address the issue of carbon leakage.From a legal design perspective,the existing international governance models for carbon leakage are built on the basis of carbon pricing policies,strengthening the core climate policy position of car-bon pricing policies.From the perspective of implementation effectiveness,the international governance model for carbon leakage built on the basis of carbon pricing policies not only fails to completely solve the problem of carbon leakage,but also affects the autonomy of developing countries in choosing climate policies and increases the various costs of implementing carbon pricing poli-cies.China,as a major emitter and trading country,must participate in international governance of carbon leakage,actively build China's carbon emissions trading system,address the obstacles brought by carbon border restrictions in Europe and Ameri-ca,and participate in the process of forming a global unified carbon pricing.
