On the Principle of Integrated Protection and Systemic Governance in Chinese Eco-environmental Code
The principle of integrated protection and systemic governance refers to the combination of the elements and the whole in the protection and management of the ecological environment,the emphasis on the interaction and coordination among the elements and the whole,and the protection and management through the nature-based solutions.As a normative expression of the holistic system view of eco-environmental protection,it is not only necessary but also feasible to establish this principle in eco-environmental code.The principle of integrated protection and systematic governance should not only be expressed in the general rules of eco-environmental law code,but also be carried out in the specific system design of eco-environmental law code.
