Situational Legitimacy,Collaborative Governance and Project Effectiveness:A Comparative Case Study of Social Organizations'Participation in Community Governance
The participation of social organizations in community governance is an essential requirement for constructing a new pattern of social governance,but why do the similar community governance projects carried out by social organizations show differentiated effectiveness?Based on the comparison of four typical projects,this study constructs four different project types using the analytical framework of situational legitimacy and collaborative governance.These types are"High Situational Legitimacy-Strong Collaborative Governance,""High Situational Legitimacy-Weak Collaborative Governance,""Low Situational Legitimacy-Strong Collaborative Governance,"and"Low Situational Legitimacy-Weak Collaborative Governance."The study found that the"High Situational Legitimacy-Strong Collaborative Governance"and"Low Situational Legitimacy-Strong Collaborative Governance"categories of projectsachieved significant governance effectiveness.However,the projects with"High Situational Legitimacy-Weak Collaborative Governancee"and"Low Situational Legitimacy-Weak Collaborative Governance"did not show noticeable governance effectiveness,leading to issues such as project activities becoming nominal,formalistic,and even wasteful of resources.A further comparison reveals that the strength of collaborative governance is a crucial factor in achieving governance effectivenes,but this does not imply that situational legitimacy of social organizations is unimportant,rather,situational legitimacy does not directly influence governance effectivenes but operates through the mechanism of collaborative governance.
