From"Contextualization"to"Deterritorialization":Study of Welfare Identity and Social Right in the Digital Age——A Case Study Based on the"Jiuzhu Tong"of City C
Digital technology is an important component of new quality productive forces.In the process of developing new quality productive forces,how to use digital technology to protect and improve people's livelihood has become a theoretical and practical issue that needs to be urgently resolved.This paper takes the digital application"Jiuzhu Tong"in the field of social assistance in City C as a research case,and analyzes the impact of the application of digital technology on the welfare identity construction paradigm and the social rights of citizens.The development and application of"Jiuzhu Tong"has deconstructed the traditional"contextualized"welfare governance paradigm and constructs a"de-territorialized"welfare identity construction paradigm,which has an impact on the social rights of the industrial era and prompts the gradual emergence of digital social rights.However,in the process of promoting digital governance in the field of welfare,there are conflicts and tensions between industrial social rights and digital social rights,which hinder the realization of the social rights of special groups in difficulties.For this reason,in the process of developing new quality productive forces,we should balance the relationship between"contextualization"and"deterritorialization",technology and the humanities,and then re-sign the contractual relationship between the state and the individuals under the digital governance model,so as to ensure the full realisation of the social rights of the disadvantaged groups.
