Horizontal Power Structure and Local government Responsiveness:Division and Coordination
In the digital age,online political deliberation has become an important carrier for government-citizen interaction.In this interaction,effective response to public appeals requires the participation of multiple departments and cross-agency collaboration.Based on empirical analysis and PSM methods,this paper pays more attention to the state-centric model,analyzing how the horizontal power structure within the government shapes the responsiveness of the government.The research finds that the division of responsibilities between departments shapes government responsiveness performance;cross-agency collaboration brings better quality of response,and the deliberative coordination provides higher quality of response.
