摘要
从治理视角来看,有为政府的本质在于建设人民满意的服务型政府,核心是要不断提升政府治理能力、发挥好政府作用,促进公共价值创造.人类社会正进入数字时代,加强有为政府建设是数字化发展对更好发挥政府作用提出的现实需求.数字技术不仅影响着人类的生产生活方式,而且推动着政府治理方式变革.适应人民群众的美好数字生活需要、推进国家治理体系和治理能力现代化,内在地要求加强有为政府建设.这也意味着政府应将人民性贯彻于政府改革创新之中,以数字技术赋能重塑政府治理形态和模式,提升政府治理效能,进而在实践向度上做好推动构建良好数字生态、完善数字经济治理、保障数字公共服务普惠供给等基础性工作,提升人民群众对数字化发展的获得感、幸福感和安全感.
Abstract
From the perspective of governance,the essence of a proactive government is to build a service-oriented government that satisfies the people,which is to continuously improve the government's governance capabilities,give full play to the role of the government,and promote public value creation.Human society is entering the digital age,and promoting digital development requires a proactive government.In the digital age,digital technology not only affects the way of human production and life,but also promotes the reform of government governance.To meet the needs of the people for a better digital life,and to modernize the national governance system and governance capacity,it is inherently necessary to strengthen the construction of a proactive government.That requires the government to implement the people-oriented approach in government reform and innovation,empower and enhance the modernization level of government governance capabilities by digital technology which can reshape the form and model of government governance,and then do a good job in promoting the construction of a good digital ecosystem,improving digital economic governance,and ensuring inclusive supply of digital public services,to enhancing the people's sense of gain,happiness,and security in the digital development.
