国家安全与中央垂直管理——选择性集权的逻辑探索

1980年以来,国务院推行中央垂直管理改革,分析此项改革的主要类型、推行范围和所需条件,可以得出两个结论。第一,中央垂直管理不但具有明显的选择性,而且,主要集中于与国家安全直接相关或间接相关的领域,未能推行到主要与民生紧密相关的全国公共服务领域。第二,中央政府对于集权与分权的考量,首先表现为通过集权以保障国家安全的需要;其次,也表现为通过分权以分散控制社会风险以及协调地方经济发展和地方社会管理的需要。因此,关于选择性集权的逻辑,可以归结为中央政府在集权以保障国家安全以及分权以控制社会风险和协调地方工作,这两者之间进行权衡、折中和选择所形成的逻辑。
State Security and Vertical Managemant——The Logic of the Selective Centralization in Public Affair Governance in China
Examines the vertical management reform initiated by the State Council since 1980,analyzes the main types,scope,and necessary conditions for this reform,we can draw two conclusions.First,vertical management is not only highly selective but also mainly concentrated in areas directly or indirectly related to state security.It has not been implemented in the national public service sectors closely related to people's livelihoods.Second,the central government's considerations regarding centralization and decentralization in pubilic affair governance are initially driven by the need to centralize power to ensure state security,and subsequently by the need to decentralize power to disperse control over social risks and to coordinate local economic development and local governance.Therefore,the logic behind selective centralization can be summarized as a careful evaluation,compromise,and choice made by the central government,balancing the imperative of centralization for state security with the necessity of decentralization to manage social risks and facilitate local governance.
