The construction of the national strategic scientific and technological force system is a sys-tematic project,and the construction goal is to improve the overall efficiency of the national innovation system.Adhering to the concept of system is an important principle to promote the construction of national innovation system in the new era.We should continue to think forward-looking about the construction of the national strategic scientific and technological force system with a comprehensive,dialectical and long-term perspective,connect history,reality and future development,and coordinate the short-term,medi-um-term and long-term goals;We should strengthen the top-level design and system planning of the con-struction of the national strategic scientific and technological force system,clarify the objectives of the system,highlight the integrity of the system,and grasp the trend of the system;We should strengthen the systematic layout,optimize the structural layout,spatial layout and field layout;We should make con-certed efforts at the level of organization and management,operation mechanism and policy system to form a total joint force to promote the construction of the national strategic science and technology force system as a whole.
