Data governance needs to face the value conflicts and ethical challenges that come from the characteristics of data and the complexity of value.To this end,a three-levels data ethics governance system can be constructed by applying systemism value synergy mechanism.The first level is the synergy of multi value agents,which is the basis for resolving value conflicts.The second level is the value basis,which is orientated and relatively universal,that is"normative anchor points".Three mutual-complemen-ting normative anchor points,value sharing,individual respect and data security,jointly serve as the macro-constrains on the values of agents within the data ethics governance system.The third level of data ethics governance system is the specific ethical principles,which are formulated by cross-level synergy,context-dependent reflective balance and adaptive agile governance.These three levels constitute an in-teracting organic whole and ensure the value-synergy to run throughout the entire process of data govern-ance,thereby managing and using data responsible and benefiting human society.
