Systems Thinking,"Three Governances in One"and Optimization of Rural Grass-roots Negotiated Governance System
To achieve the goal of modernizing rural governance that combines"self-governing,gov-ernance by law,and rule of virtue",we should take the system as the foundation,plan and solve the problem with the needs of the vast number of villagers.By introducing the method of the variable system model into the rural governance system of"three governances in one",we can effectively integrate rural social governance resources from the perspective of structural optimization,achieve organic integration based on the autonomous system,guaranteed by the rule of law system,and supported by the rule of vir-tue system,and establish a new rural grass-roots consultative governance system oriented to complexity and internal coordination,so that villagers'autonomy,the basic national system,can truly play its gov-ernance effectiveness.
