An Analysis of the Legalization Path for Promoting High-Quality Development of Higher Education in the New Era
The report of the 20th National Congress of the Communist Party of China proposes that high-quality development is a new goal of reform and development in the new era as well as a new direction for the construction of China's education modernization.To realize the high-quality development of higher education,it is necessary to adhere to the comprehensive leadership of the Party,strengthen the construction of the rule of law in higher education,focus on clarifying the rights and responsibilities of the government,universities,and society as well as the relationship between their mutual rights and responsibilities,achieve a diversified form of higher education governance,a comprehensive legal system,an effective and reasonable collaborative governance structure,and implement the principle of governing education by law.To promote the process of legalizing higher education,it is necessary to look the existing new problems in the face,deepen the reform of the higher education system,and maximize the initiative and innovation of universities in au-tonomous school-running,providing ideal environmental conditions for the realization of high-quality development of higher educa-tion.
