The Realistic Predicament and Implementation Path of Digital Rural Governance——An analysis based on the"institution-culture-technology"framework
Digital rural governance is not only a practical requirement for the modernization of national governance,but also an inno-vative means to solve the problem of rural revitalization.In the context of the construction of a digital China,technology,institutions,and culture have always resonated with rural governance,where these three elements guide the practical trend of rural governance through a continuum that begins with technological breakthroughs,proceeds to institutional adaptations,and culminates in cultural leadership.Research has found that digital technology is embedded in the process of rural governance,reconstructing the content and form of rural governance and accumulating the practical foundation of digital governance in institutional systems,policy support,infra-structure construction,and cultural dissemination;However,the current predicaments at the institutional,cultural,and technological levels,namely,regulatory deficiencies and the dilemma between sentiment and law,cultural gaps and the dilution of cultural identity,outdated hardware and mutual exclusion of software,have weakened the legal,moral,and autonomous environment of digital rural gov-ernance,affecting the high-quality development of digital rural governance.There is still a significant tension in digital rural govern-ance.Based on this circumstance,an effective path for digital rural governance is proposed,known as providing dual guarantees of for-mal and informal institutions;consolidating the legal guarantee for rural digital governance;empowering cultural inheritance and identi-fication with digital technology;optimizing the cultural environment for rural digital governance;synchronizing hardware access and software platform construction and consolidating the technical foundation of digital rural governance.
