How Can Governance via Top-Down Regulations Promote Village Autonomy
Enhancing village autonomy is an effective way to promote the modernization of village governance capacity.Through the field investigation of Zhangcun Village in eastern Zhejiang Province,this study finds that the autonomy of the village has been further promoted by the space for self-governance provided through the introduction of the governance via top-down regulations.This process has enabled the village to effectively carry out national governance tasks and respond to the appeals of the local populace.The imple-mentation of the governance via top-down regulations fosters the development of village autonomy,which specifically manifest as inno-vative execution of substantive work assigned by higher-ups,flexible responses to formalized tasks from above,precise implementation of locally-generated substantive work,and streamlined organization of internally-driven formative processes.The mechanism of the governance via top-down regulations to promote the village autonomy comes as:appropriate organizational embedding,which activates organizational mobilization and propels the village to proactively accomplish the governance task and respond to the demands of the mas-ses;flexible resource embedding,which enhances the governance capacity,granting the village the ability to effectively strengthen the governance capacity and create autonomous spaces;scientifically designed assessment embedding,which drives policy implementation,and guides the village in scientifically allocating governance resources and adjusting the governance methods.
