A Study on the Multi-Dimensional Norms and Functions of Rural Governance in China
In the context of building socialist rule of law with Chinese characteristics,the modernization of rural governance requires the coordination and co-governance of formal and standardized national laws,policies,and informal norms of village autonomy regula-tions and village rules.The national laws have the functions of order construction,normative expectations,and rights protection in rural governance,the government policies have the functions of micro filling up and macro planning in rural governance,village autonomy regulations have the functions of promoting village autonomy and restraining administrative power in rural governance,and village regu-lations and agreements not only have the functions of promoting village autonomy,but also play a role in promoting rural social harmony and stability,rural civilization construction,and moral governance.Formal norms and informal norms respectively demonstrate their functional advantages in rural governance,jointly promoting the modernization of rural governance.
