ImplementationBlockage of"Double Reduction"Policy:Logic of Occurrence and Strategy of Resolution
Difficulty in implementing the burden reduction policy is a"long-standing major thorny"problem in the development of basic education in China,which is manifested in the practice of implementing the"double reduction"policy as the execution of the policy at the basic level in a performative,selective and resistant manner.From the three dimensions of"interest structure-social cul-ture-participating subject",this paper interprets the occurrence logic of this policy's implementation blockage.The finding of this re-search is that the three factors,namely,cost dispersion and benefit concentration in the policy implementation interest structure;ine-quality in occupational views and utilitarian education perspectives in social culture;administrative incorporation of society and the si-lencing of interest groups as participatory actors,have jointly led to the blockage of the policy implementation.In view of this,based on the"embedding theory",this paper proposes the strategies to resolve the blockage of the policy implementation from four perspectives:values embedding,execution method embedding,social participation embedding and regulatory mode embedding.
