Inclusive Risk Governance from the Perspective of Recognition Politics
Inclusive risk governance is an important concept, framework or model of risk governance transition under the pressure of systemic risk.It is a basic framework based on the risk decision-making agenda of multi-agent participation, which inevitably in-volves the topic of recognition politics.Recognition politics can be a perspective to interpret inclusive risk governance because of its compatibility with inclusive risk governance. The theory of recognition politics finds its origin in Hegel and its further development by Marx,Taylor,Hornet,Habermas, etc.Recognition politics is the theoretical support of inclusive risk management, because it presup-poses the ethical foundation, provides the prerequisite for cooperation and sets the direction of action for inclusive risk governance.To-wards recognition, that is,inclusion of multiple governance subjects, mutual recognition of risk interpretation rights, and attention to the interests of vulnerable groups are the practical approaches to inclusive risk governance.Inclusive risk governance has its own advan-tages and characteristics. And because of this, risk governance will logically move towards inclusive risk governance which will certain-ly become the innovation dimension of risk governance practices in all countries.
