Research on the Evaluation of Synergy Degree of Various Supervision Types in the Party and National Supervision System in the New Era——Based onthe empirical investigations in three cities in Eastern,Central,and Western China
With the continuous improvement of the Party and national supervision system,the traditional supervision model,charac-terized by its narrow scope and weak interlinkage,can hardly meet the overall coverage requirements of the new era.Taking intra-Party supervision as the guiding principle in promoting the integration and coordination of various types of supervision is a pivotal strategy in the new era to promote the Party and national supervisory system from a theoretical breakthrough to practical innovation.This strategy enables the transition from focusing on key areas of supervision to achieving full coverage,and from strengthening individual entities to fostering a systematic integration,thereby establishing the fundamental framework or the"main beams and pillars"for comprehensive supervision.The key to achieving the integration and coordination of multiple types of supervision lies in their synergy during the super-vision process.Therefore,based on the SFIC theoretical model and empirical investigations in three cities in Eastern,Central and Western China,this study constructs a synergy degree evaluation index system for various types of supervision and measures their syner-gy degree.It has been found that although the integration and coordination effects of multiple supervision types are initially evident,there are still issues such as overall low synergy degree,regional differences,and unsmooth synergy paths.Based on these evaluation conclusions,optimization paths are proposed from the dimensions of elements,technology,and linkage procedures of various supervi-sion types to further enhance their synergy degree,thereby supporting the integration and coordination of multiple types of supervision in the Party and national supervision system.
