Structural Change and Resource Replacement:Generation Mechanism and Governance of Grassroots Government Blame-Avoidance Behavior in the Field of Environmental Governance
The spreading of blame avoidance behavior of grass-roots governments is a thorny problem facing grass-roots governance in China today.Analyzing this phenomenon through a case-based"structure—resources—behavior"framework,we uncover the logic behind the avoidance behavior in the realm of ecological and environmental governance.Our research reveals that organizational struc-ture changes have led to contradictions between limited resources and transfinite responsibilities,between resource mismatches and in-centive imbalance,between self-inflicted resources and alienation of governance objectives in resource reallocation at the grassroots lev-el,which in turn has caused the grassroots government's blame avoidance behavior.Therefore,there is an urgent need for institutional reform to clearly delineate regulatory and territorial responsibilities,rationally allocate authority and governance resources,and build a compatible mechanism that dynamically balances incentives and constraints.
