Policy Evolution and Content Evaluation of China's Red Tourism
Using the content analysis method,the article conducts a structural statistical analysis of 182 red tourism policy documents issued at the national level in China from 2004 to 2022,and comprehensively evaluates the evolution process and content system of Chi-na's red tourism policies by constructing a three-dimensional analysis model of policy goal values—policy tool—policy functions.The research findings lie in the following three aspects:Firstly,the evolution process of red tourism policy has a core and three stages of policy value objectives,with the long-term objective of"inheriting red genes and conducting red education",and the three stages of objectives evolving from system construction to integrated development,thus achieving red tourism quality improvement in the service of national poverty alleviation and rural revitalization strategy;Secondly,in general,red tourism policies shows a trend of steady rise in the early stage,a rapid development trend in the later stage,and diversification of policy issuing departments,with policy formulation in-creasingly focused on coordination between departments;Thirdly,policy tools for red tourism are characterized primarily by environment-based tools,relatively abundant supply-based tools and insufficient demand-based tools,and there is consistency in the long-term characteristics of the policy's goal values,instruments,and functions,with each stage highlighting distinct priorities.
