How Does Elite Culture Influence Citizen Trust?The Moderating Role of Government-Citizen Interaction Experience and Public Opinion Evaluation
Citizen trust in government is a cornerstone of democratic politics and a core requirement of the Chinese Communist Party's"mass line"approach.This study uses survey data from civil servants in Shanghai to analyze the impact of elite culture on citizen trust and examines the moderating effects of government-citizen interaction experience and public opinion evaluation.The findings indicate that elite culture has a significant negative impact on citizen trust,emotional trust,and competence trust,with a stronger negative effect on emotional trust than on competence trust.Public opinion evaluation and government-citizen interaction experience mitigate the nega-tive effects of elite culture on both emotional and competence trust,thereby enhancing mutual trust between the government and citi-zens.These results suggest that fostering a service-oriented mindset and a deep emotional connection or commitment to the public a-mong civil servants remains crucial.When civil servants recognize and trust the public,they are better positioned to understand and meet the fundamental interests of the people,which helps to build a trustful relationship between the government and the public,pro-moting a virtuous cycle of mutual trust.Theoretical exploration into the trust relationship between the government and the public can deepen our understanding of official-citizen trust to some extent,and also provide experiential support for future practices aimed at en-hancing official-citizen trust and rebuilding mutual trust in society.
