Upward and Downward Leveraging with Intermediary Adjustment:the Action Mechanisms of Community Residents'Committees in the Field of Complex Governance——An analytical study based on the investigation of Y community in Hunan Province
Community residents'committee is a key entity in community governance.In the complex governance field of urban com-munities,it is crucial for the committee to correctly capture its role orientation and handle its relationship with each subject for the en-hancement of its governance efficiency.Through an in-depth description of the case study of Y community in Hunan Province,we have refined the action mechanism of community residents'committees serving both as"administrative agent"and"residents'interest rep-resentative",the committee uses the strategy of borrowing strength from above and below to break through the dilemma of dual roles.In virtue of its intermediary position and informational advantages,it manages to adjust resources,align values,and mediate interests a-mong diverse subjects,ultimately achieving effective generation of community public services.The possible innovation of this research lies in:focusing on the subjectivity regression of community residents'committees in complex governance scenarios,providing a new conceptual framework for urban community governance that balances the binary opposition between"state"and"society"and providing a theoretical perspective for the transformation of social governance and the enhancement of grassroots governance capabilities in the new era.
