The Degree of Organization,"CadresSent to the Countryside"and Stationed in Villages for Assistance,and the Economic Benefits of Small Farmers——The moderating role of institutional logic
In the context of comprehensively promoting rural revitalization,the"organization of small farmers"focusing on endogenous development capacity and the practice of"sending cadres down to the countryside"focusing on external governance resources are con-sidered to be important measures to solve the problems of rural development and realize the organic connection between small farmers and modern agricultural development.Based on the data collected from 95 villages and 5252 households in the"Field Survey of Early Warning and Monitoring of Deep Poverty Areas"in 19 counties of Shaanxi,Gansu and Ningxia,this paper empirically explores the im-pact of the degree of organization of small farmers and the logic of the system of"sending cadres down to the countryside"on the eco-nomic benefits of small farmers.The results show that:(1)the degree of organization has a key positive effect on the economic benefits of small farmers;(2)The institutional logic of"sending cadres down to the countryside"has been proved feasible in regulating the in-fluence of organization degree on the economic benefits of small farmers;(3)The market logic of"cadres sent down to the country-side"as an external governance resource has been confirmed to play a strengthening role,while the bureaucratic logic reflects a restrai-ning role,and the professional logic reflects a strengthening role but it is not very significant.The research in this paper makes it clear that the logic of the embedded governance resources system needs to be matched with the endogenous development capacity of rural de-velopment,which brings insights for further optimizing the design of the system of cadres in villages and the implementation of policies.
