Policy Evaluation of"Internet+Government Service"Based on S-CAD Method——A case study of Gui'an New Area in Guizhou Province
Promoting the reform process of"Internet+government services"is an important measure to enhance the modernization of our national governance system and governance capacity.It is also an organic combination of the"delegation,supervision,and service"reform and that of"streamlining the government,delegating power,and improving government services".Based on this,this paper takes Gui'an New Area of Guizhou Province as an example,and applies the S-CAD policy methodology to analyze the consistency,ad-equacy and feasibility of the policies related to the"Internet+Government Service"upon clarifying the elements of the methodology.The results show that the policy of"Internet+government services"is logically rigorous,the degree of consistency between policy ele-ments is high,the policy means is a necessary but insufficient condition for other policy elements,the policy feasibility is strong,and the overall implementation effect is better,but there are still quite a few problems with the policy in the process of implementation.This study concludes that the next step should be to optimize and improve the laws and regulations,platform system,supervision mechanism and working tools.
