摘要

准确测算绿色全要素生产率增长对于推动经济高质量发展意义重大.为直接完整测度群组层面的绿色全要素生产率增长及其构成,文章将绿色全要素生产率增长分析从个体层面扩展到群组层面,构造聚合环境广义Luenberger-Hicks-Moorsteen生产率指标及分解子项,该指标既保留了全要素生产率的本质特性,又能基于投入或产出导向开展包含结构效率变动的完全分解.蒙特卡洛模拟实验结果表明,聚合型环境广义Luenberger-Hicks-Moorsteen生产率指标测算的绿色无效率相对于聚合Luenberger指标更为准确有效.同时利用中国地级以上城市面板数据,从群组层面测算八大综合经济区的绿色全要素生产率增长及构成,发现聚合型环境广义Luenberger-Hicks-Moorsteen生产率指标的测算结果相对于聚合Luenberger指标具有明显优势.结论对于选择和完善绿色全要素生产率增长测度指标具有启示意义.

Abstract

Accurate measurement of green total factor productivity growth is of great significance for promoting high-quality economic development.In order to di-rectly and completely measure the green total factor productivity growth and its composition at the group level,this paper extends the analysis of green total factor productivity growth from the individual level to the group level,and constructs the aggregate environmental generalized Luenberger-Hicks-Moorsteen productivity indi-cator and its decomposition subitems,which better retains the characteristics of to-tal factor productivity and carries out complete decomposition including structural efficiency change based on input and output orientation.The authors demonstrate,through a Monte-Carlo experiment that the green inefficiency calculated by the aggre-gate environmental generalized Luenberger-Hicks-Moorsteen productivity indicator is more accurate and effective than the aggregate Luenberger indicator.At the same time,using the panel data of cities above prefecture level in China,the green total factor productivity and its composition in eight comprehensive economic zones are calculated from the group level.It is found that the calculation results of aggregate environmental generalized Luenberger-Hicks-Moorsteen productivity indicator have obvious advantages over aggregate Luenberger indicator.The conclusion is signifi-cant for the selection and improvement of green total factor productivity index.
