Outline for the Political Effectiveness of Modern National Rituals
Systematic and precise evaluation is the core of further study of national rituals.Based on the concept of political effectiveness,this paper defines the direction of evaluation,decomposes process effectiveness and outcome effectiveness to appraise the internal process and external results of national rituals.Utilising the methodology of political phenomenology,the evaluation programme for national rituals must adhere to three fundamental principles:(1)whether the national rituals contribute to the national development as the primary consideration;(2)reconciling the subjective and objective elements of national rituals;(3)systematically evaluating national rituals.The theory of state capacity and the theory of political identity are able to achieve the goals of evaluating process effectiveness and outcome effectiveness respectively,and pass the test of the three principles,which are suitable to serve as the foundational standards guiding the future evaluation practice.
