"跳出教育看教育",立足于国家治理的场域来理解教育的公共服务属性,为认识教育治理的规定性提供公共管理分析框架.文章在国家与社会的"二元合一"关系中,来确证教育的公共服务属性,并理解教育的基本品格和组织形态."教育公共服务"已经成为权威政策话语,教育是国家与社会的重叠性公共领域,确证了教育的公共服务属性.教育具有服务性、公共性、专业性的基本品格,呈现为建制化存在并不断发展变化的教育公共服务体系.从政治上看教育、从民生上抓教育、从规律上办教育,实际上就是在教育治理中实现国家与社会的良性互动,坚持和实现教育的品格,健全和完善教育公共服务体系.在新型举国体制下建设教育强国、推动教育公共服务高质量发展,尤其要坚持审慎监管.
"Jumping out of Education and Looking at Education":The Public Service Attribute of Education and Its Understanding:Based on the Field of National Governance
Jumping out of education and looking at education,based on the field of national governance to understand the public service attributes of education,provides a public management analysis framework for understanding the regulatory nature of education governance.Based solely on the social attributes of education and understanding education from the binary opposition between the state and society,the understanding of educational governance is biased.The article aims to verify the public service attributes of education and understand the basic character and organizational form of education in the context of the"dual unity"relationship between the state and society."Education public service"has become an authoritative policy discourse.Education is an overlapping public domain between the state and society,which confirms the public service attribute of education.Education has the basic qualities of service-oriented,public,and professional,presenting as an institutionalized and constantly evolving education public service system.From a political perspective,focusing on education from the perspective of people's livelihood,and conducting education according to laws,it is actually to achieve a positive interaction between the country and society in the field of education,adhere to and realize the character of education,and improve and perfect the public service system of education.We should Build a strong education country and promoting high-quality development of education public services,especially adhere to prudent supervision.
