县级融媒体中心"双重组织化"机制与治理效能提升——基于内蒙古十地的案例研究

县级融媒体中心再组织化是媒体深度融合发展的重要前提,也是实现基层媒介化治理的关键环节.文章通过对内蒙古地区10家县级融媒体中心的案例研究,发现县级融媒体中心通过重组内部架构和拓展外部职能的"双重组织化"路径来加强自身建设以及提高基层治理效能.该路径在全国县级融媒体中心建设中具有普适价值,却也面临再组织化带来的延伸性问题,需要在加强公共性、嵌入社会网络、统筹协调治理功能方面下足功夫,以达成完全融入基层治理网络中的"去媒体化"生存方式.
Abstract
Based on the case studies of 10 media outlets in Inner Mongolia,this paper finds that the county-level converged media center has achieved self-construction and improved grassroots governance through the path of"dual organization",which involves reorganizing internal structures and expanding external functions.This path has universal value in the construction of county-level integrated media centers nationwide,but it also faces the problem of extensibility brought by reorganization,which requires sufficient efforts to strengthen public awareness,integrate into social networks,and coordinate governance functions.
