数字政府建设成效评价:理论框架与研究展望

摘要
近些年来,我国数字政府建设取得了一系列成效,有必要对其建设成效进行评价.数字政府建设成效评价需要基于合适的理论框架,本文提出数字政府建设成效评价的"三高"理论框架,建议从人民高品质生活、企业高质量发展、政府高效能治理三个方面,对数字政府建设成效进行评估.本文认为应关注数字政府建设成效的测度模型与评价理论,以及应用机制与改进策略,并评估数字政府建设如何影响政府、企业和公民.围绕数字政府建设成效测度与评价,本文提出需要关注的重要研究问题,并对未来研究方向进行展望.
Abstract
Digital government has achieved various benefits,and it is relevant to develop appropriate theoretical frameworks to evaluate digital government effectiveness.In this paper,we propose that it is mean-ingful to evaluate digital government effectiveness through"three-highs":high-quality life for citizens,high-quality development for businesses,and high-effectiveness governance for governments.It is important to explore the measurement models and evaluation theories,and to develop application and improvement strate-gies.We examine the key research topics about digital government effectiveness evaluation,and conclude with future research avenues.
