Grassroots governance serves as the foundation of the national governance system,and the"co-construction,co-governance,and shared benefits"approach,under the leadership of the Communist Party of China(CPC),is crucial for achieving effective grassroots governance.Examining how to promote ef-fective grassroots governance in the Chinese context can provide theoretical support for national governance system and governance modernization,and serve as a reference for deepening reforms.This paper proposes a triple analysis framework of context,structure,and mechanism to analyze three categories of factors that in-fluence grassroots governance.Results show that grassroots elites,under the leadership of the CPC,activate contextual factors,through vision shaping,organizational embedding,and emotional governance,connect structural factors,through building negotiation platforms,sharing authority,and integrating resources,and invoke mechanistic factors,through path matching,incentive optimization,and project-based operations.These three categories of factors are mutually adapted,creating a multiplier effect that promotes effective grassroots governance.
