摘要

以政务微博为代表的政务新媒体逐渐成为政府提供公共信息服务及其与公众沟通的新渠道,探究政府微博信息公开与公众参与的关系,利于为"倒逼式"推动数字时代下政府信息公开的精准性提供经验证据与理论支持.本研究立足于我国地方政务微博的信息公开实践,借鉴满意度理论和社会资本理论,使用中介效应模型和调节效应模型实证检验政府信息公开对公众参与的影响效应及其中间机制.结果表明:政府信息公开会显著影响政务微博信息传播中公众的浏览、转发以及评论行为;公众对政务微博信息的满意度在政府信息公开和公众参与行为之间发挥中介作用,其中公众满意度在政府信息公开和公众评论行为之间发挥完全中介作用.粉丝质量在政府信息公开和政务微博信息传播中公众的转发和评论行为之间的关系有着显著的正向调节作用.

Abstract

The Government microblog has gradually become a new channel for the government to pro-vide public information services and communicate with the public.It is crucial to investigate the relationship between government microblog's information disclosure and public participation,which is conducive to pro-viding empirical evidence and theoretical support for the bottom-up"backward"approach to promote the ac-curacy of government information disclosure in the digital era.This study focuses on the information disclo-sure practice of local government microblog in China,and empirically investigates the impact of government information disclosure on public participation and its intermediate mechanism.The results show that govern-ment information disclosure is positively related to the public's browsing,forwarding and commenting behav-iors in the dissemination of government microblog information.In addition,the analysis of moderating effects shows that satisfaction with government microblog information plays an intermediary role between government information disclosure and public participation behavior,of which public satisfaction plays a complete inter-mediary role between them.Moreover,the quality of fans positively moderates the relationship between the public's forwarding and comment behavior on the one hand,and government information disclosure on its of-ficial microblog on the other.
