Improving the data quality of open government data is an important starting point to promote the generation of data value and the release of data dividends.How to give full play to the functions of data management institutions to improve data quality needs to be further studied.Based on the theory of empower-ment,this study constructs the analysis framework of structure-institution-resource,and analyzes how to im-prove the data quality of government opening by establishing data management institutions in 103 cities through NCA and QCA methods.The study found that:(1)A single empowerment factor is not a necessary condition for the formation of high data quality of government data opening,but the running time and data management experience of data management institutions have a stronger universal role,and the higher-level public data regulations play a necessary role first.(2)The three types of empowerment configurations can produce government data openness with high quality,including structural empowerment-link capacity en-hancement,institutional empowerment-normative capacity enhancement and resource empowerment-integra-tion capacity enhancement.Hence,the government needs to pay attention to the accumulation of data man-agement experience,and work together from the three aspects of structure,institution and resources in order to further improve the quality of government open data and achieve the purpose of releasing data dividends to promote data value generation.
