Whether the Construction of Digital Government Can Improve the Level of Information Disclosure of Local Governments——Based on the NCA and fsQCA analysis of 31 provinces in China
Open government information is an important system and method of modern government con-struction,and the construction of digital government is a necessary measure to realize the modernization of the national governance system and governance capacity,and it is also an important measure to promote open government information.Based on the TOE framework,making case study of 31 provinces in China,and with the fsQCA method,this paper explores the influence factors and improvement paths of digital govern-ment construction level on government information disclosure in 31 provinces in China from the perspective of configuration.Results show that the conditional variables of digital government construction are not necessary conditions for improving the high level of government information disclosure,but can improve the level of government information disclosure through configuration,and there are three high-configuration promotion paths for digital government construction to improve the level of government information disclosure,namely,"technology-organization-environment-driven","technology-driven"and"organization-environment-driven".Accordingly,each region should fully understand the synergistic interaction between various varia-bles based on its own actual development situation,based on its own advantages,and based on its resource endowments,to handle the relationship between variables,optimize the combination and allocation of various elements,and synergistically drive the construction of a high-level digital government.
