AI赋能韧性社区应急管理的建设框架分析:以深圳宝安区为例

面对风险社会的复杂性,传统应急管理体系和治理模式无法应对复合型风险应急挑战,随着治理理念更新,韧性社区作为新时代基层应急管理的新转向,其在应急管理体系中的地位日益重要.AI赋能韧性社区,不仅适应了复杂性治理的特点,还满足多中心协同治理、自适应和自主迭代的善治需求,成为推动韧性社区建设的重要驱动力.本文从韧性社区的自适应循环理论出发,结合深圳市宝安区的韧性社区建设案例的成功经验和不足之处,构建了AI赋能韧性社区的应急管理建设框架.研究发现该框架包括四大机制:组织结构韧性打造、文化价值韧性营造、环境适应韧性塑造及学习韧性创造.通过机制赋能,旨在助力我国新时代社区应急管理能力和体系的现代化,实现基层全灾种、全过程的多主体应急管理建设.
In the face of the complexity of risk society,traditional emergency management systems and governance models are unable to cope with the challenges posed by compound risk emergencies.With the up-date of governance concepts,resilient community,as a new development tendency of grassroots emergency management in the new era,play an increasingly important role in the emergency management system.AI empowering resilient community not only adapt to the characteristics of complex governance,but also meet the needs of multi-center collaborative governance,adaptive and autonomous iteration,becoming an impor-tant driving force to promote the construction of resilient community.Based on the adaptive cycle theory of resilient community,combined with the successful experience and shortcomings of the resilient community construction case in Baoan District of Shenzhen,this paper constructs the emergency management construc-tion framework of AI empowering resilient community.The research finds that the framework includes four mechanisms:organizational structure resilience building,cultural value resilience building,environmental adaptation resilience shaping and learning resilience creation.Through mechanism empowerment,it aims to help modernize the community emergency management system and capacity of China,and realize the multi-subject emergency management construction of all disasters and the whole process at the grassroots level.
