消除贫困是人类可持续发展的核心议题.在中国共产党的领导下,中国的反贫困事业经历了体制脱贫、开发扶贫和攻坚扶贫三个阶段,成功将中国这个人口巨大的发展中国家的贫困率,从 97.5%下降到不到 3%.在中国公共治理的数字化转型运动支持下,自2015 年启动实施的精准扶贫战略工程,将治理目标锁定为"反贫困治理的精准化革命".经过6 年的努力,完成了9800 万贫困群体的系统性脱贫.精准扶贫治理运动的成功得益于中国共产党对数字公共治理的充分信赖和科学应用,通过在反贫困治理发展项目中,积极推进组织流程数字化再造、政策过程的数字化再造以及治理回应的数字化再造,从而形成了一套全新且成熟的反贫困"智治框架".借助这套"智治框架",中国充分地激发出多元主体的扶贫参与能力,破解了反贫困治理项目在"一中心""三端点""两路径"上的推进难题,有助于贫困群体长期性的、可持续性的生存状况改进与优化.数字赋能深度驱动了中国的反贫困事业,深刻改变了中国政府领导和开展反贫治理工作的模式和方式.
Abstract
Poverty eradication is the core issue of sustainable human development.Under the leadership of the Communist Party of China,China's anti-poverty cause has gone through three stages:Institutional poverty alleviation,Poverty alleviation within development and Enforcing poverty alleviation,which,has successfully reduced the poverty rate in China,dropping to less than 3%from 97.5%.With the support of the digital transformation movement of China's public governance,the targeted poverty alleviation strategic project launched in 2015 has targeted the governance goal as"precisive revolution in anti-poverty govern-ance".After six years of hard work,98 million poor groups have been systematically lifted out of poverty.The success of the targeted poverty alleviation governance movement is due to the Communist Party of Chi-na's full trust and scientific application of digital public governance.By actively promoting the digital reengi-neering of organizational processes,the digital reengineering of policy processes,and the digital reengineer-ing of governance responses in anti-poverty governance development projects.As a result,a new and mature anti-poverty"intelligent governance framework"has been formed.With the help of this"intelligent govern-ance framework",China has fully stimulated the ability of multiple subjects to participate in poverty allevia-tion,solved the problem of promoting anti-poverty governance projects on the"three ends"and"two chains",and contributed to the long-term and sustainable development of poverty-stricken groups.Continu-ous improvement and optimization of living conditions.Digital empowerment has profoundly driven China's anti-poverty cause and profoundly changed the model and way in which the Chinese government leads and carries out anti-poverty governance work.
