The efficiency evaluation of local governance modernization driven by big data is an impor-tant topic of national governance modernization research in the era of data intelligence.The application of big data thinking and big data technology in governance matters has promoted the improvement of the efficiency of local governance modernization,and the evaluation of this process includes a multidimensional examina-tion of local governance structure,governance actions,and governance performance.Based on the existing research and policy analysis,and referring to the theoretical framework of"Structure-Conduct-Perform-ance",a big-data-driven efficiency evaluation system of local governance modernization was constructed from three dimensions of basic assessment,governance matter assessment,and governance effect assess-ment,including 3 first-level indicators,7 second-level indicators,and 45 third-level indicators.On the basis of this system,a new circular and iterative governance effectiveness evaluation model can ensure that the evaluation indicators and evaluation activities keep up with the development of big data technology and the policy changes of local governance,and realize the whole process evaluation of the efficiency of big data-driven local governance modernization.
