The traditional"can be handled"government service model often leads to unnecessary time and economic losses for enterprises due to its lack of efficiency and flexibility.This study adopts a perspec-tive of dual adjustments in technology and institutions to understand the impact of one-stop government serv-ices on changes in enterprise administrative burdens,using observation of typical cases.The study finds that both technological and institutional factors can unilaterally reduce enterprise administrative burdens and that certain types of services reflect a dual adjustment relationship between technology and institutions.The con-tribution of this research lies in providing a new analytical framework for understanding the impact of one-stop government services on changes in enterprise administrative burdens,and it offers innovative experi-ences for local governments to reduce enterprise administrative burdens and optimize the business environ-ment.
