Innovation in public cultural services,as a necessary measure to promote the modernization of the national governance system and governance capacity,is a significant issue worthy of in-depth research in academia.Using the fsQCA analysis method and considering technological innovation,public cultural service products,financial investment,and professional talents as the antecedent factors influencing innova-tion in public cultural services,this study,following the principles of typicity,heterogeneity,and diversity in case selection,takes 12 municipalities and prefectures in Hubei Province as research samples to explore the driving mechanism of public cultural service innovation under the interplay of various factors.The main conclusions are as follows:(1)Technological innovation,public cultural service products,financial invest-ment,and professional talent alone cannot constitute the necessary conditions for high innovation and non-high innovation in public cultural services.In other words,high innovation in public cultural services re-quires a combined drive of multiple factors.(2)There are two ways to high innovation in public cultural services:technology-product driven and finance-talent driven,reflecting that the driving mechanism of in-novation in public cultural services has multiple channels under the concurrent situation of multiple factors.(3)There are two ways to non-high innovation in public cultural services,but they converge into a product-talent led type.This research will help to reveal the complex causal mechanisms of the concurrent influence of multiple factors on the innovation of public cultural services and provides policy implications for enhancing the level of innovation in China's public cultural services.
