What Makes A Smart City Realized:A Study on the Multiple Driving Paths of Smart City Construction in China——An Analysis of fsQCA Based on 33 Cities in China
Based on TOE theory,with the fsQCA method,this paper studied the paths and influencing factors of smart city construction in China with 33 cities across the country as research objects.It is found that among the six antecedent conditions:digital infrastructure,data openness level,policy support,atten-tion allocation,citizens'demand scale,and digital development environment,the construction of digital in-frastructure is a necessary condition for the construction of a smart city,which reflects that the foundation of a smart city lies in the intelligence level of digital facilities;a total of three paths for the construction of a smart city are derived:the"technological organization-environment linkage path",the"technology-envi-ronment inter-construction path",and the"attention allocation drive-technology Policy Support Path".It is found that there is an overall type of grouping that leads to lower-level smart city construction,which is mainly manifested as a situation where multiple elements are lacking.Based on the above conclusions,it is proposed that to promote the high-level construction of smart cities,the first is to take forward-looking thinking into account and consolidate the technological foundation of smart city construction;the second is to be oriented by the public demand,and focus on the people's livelihood in policy formulation,so as to pro-mote the construction results of the smart city to the grass-roots level;and the third is to strengthen the guid-ance and support of the top-level design,so as to realize the smooth operation mechanism of the construction of the smart city.
