Empowering Public Participation in the Integrated Promotion of "Three Non Corruption" with Data Technology——An Empirical Analysis of MOA Based on Chengdu City Data Discipline Inspection
Since the 19th National Congress of the Communist Party of China,the country has attached great importance to the use of digital technology for corruption governance,especially in the governance of new and hidden corruption using digital technology.This paper takes Chengdu's data discipline inspection as a case study to conduct a research on public participation in empowering the integration of"three-non-cor-ruption"through data technology.Using the MOA theoretical model,it was found that data technology,it's preliminary connection with public participation,can effectively achieve the integration of"three-non-cor-ruption".In the research,it has been further discovered that data technology can promote public participa-tion:it can influence the tolerance of public corruption,curb corruption motives,help prevent corruption,promote the formation of"public opinion onlookers",improve the objective environment,help prevent cor-ruption,promote"digital supervision by the whole population",and enhance supervision and governance capabilities to help prevent corruption.At the same time,based on the current situation in Chengdu city,risks and challenges in public participation in empowering the"three-non-corruption"initiative with data technology have been identified,and relevant policy recommendations have been provided.
