Data Sharing is the cornerstone of digital government,and it is also one of the key tasks re-peatedly emphasized by the policy in recent years.Long term follow-up research has found that,three differ-ent implementation processes were carried out when three local governments implemented the low ambiguity-high conflict data sharing policy from central government,which reveals the insufficient explanation of this model on Chinese practice.As a result,based on grounded theory,this research carried out a multiple ex-ploratory case study on the implementation of the low ambiguity-high conflict data sharing policy by local governments.The findings are as follows:First,as policy executors,local governments can be divided into nominal executors and substantive executors.The study of policy implementation should not ignore the inter-nal game of policy executors;Second,the local governments promote the low ambiguity-high conflict policy of the central government through command implementation,compromise implementation or cooperation im-plementation.Among them,"cooperation implementation"is the new way of policy implementation caused by policy network,which is specifically manifested in the active cooperation between substantive executors and nominal executors.In the critical period of comprehensively deepening reform,the policy network is a factor that cannot be ignored for local politicians who implement low ambiguity and high conflict policies.
