The 14th Five-Year Plan for the Development of the Digital Economy is the first national-level special plan in the field of China's digital economy,and is intended to standardize and guide the work of various regions and departments in promoting the development of the digital economy.Thus,it is of great significance to compare and analyze the text of the Plan and local digital economy policies.Based on text similarity analysis,this paper conducts a comparative study of the Planning issued by the State Council and the digital economy policy texts issued by 26 provinces in China.The data show that the digital economy poli-cies formulated in Jiangxi and Jiangsu provinces are outstanding in terms of completeness and comprehensive-ness;giving full play to the role of digital elements and vigorously promoting the digital transformation of in-dustries have become the key focus of policy formulation in each region,with a high degree of textual simi-larity;while the digital economy policies of the Shanghai Municipal Government and the Heilongjiang Prov-ince and other regions show a certain degree of difference.With the development of artificial intelligence to a new height,the digital economy will have a great change on society in the future,so the research on digital economy policies will be carried on continuously in-depth.
