科学证据是循证决策的核心.技术变迁引起循证决策在证据来源、产生、收集、分析使用等方面发生变化,体现从研究证据到大证据、从科层制到网络开放型决策模式、决策者认知及思维方式发生变化的特征.大数据驱动循证决策的证据成指数增长,提供数据分析技术基础,重组数据分析流程,构建决策大证据库.大数据驱动的循证决策,对提高公共政策制定科学化、民主化的理论与实践都有所裨益.
Abstract
Scientific evidence is the core of evidence-based decision-making.Technological cause changes in the sources,generation,collection,analysis and use of evidence in evidence-based decision-making,which reflects the characteristics of changes from research evidence to big evidence,from bureauc-racy to open network decision-making mode,and the cognition and thinking mode of decision makers.Big data drives the evidence of evidence-based decision making into exponential growth,provides the basis of data analysis technology,reorganizes the data analysis process,and constructs the decision evidence base.Evidence-based decision-making driven by big data is beneficial to the theory and practice of scientific and democratic public policy making.
