Currently,in sharp contrast to the widely acclaimed government service apps targeting enter-prises and the public,government office apps designed for government departments and their staff are not on-ly heavily criticized but also frequently regarded as one of the culprits causing digital burdens at the grassro-ots level.To delve into the causes of this phenomenon,this paper conducts an in-depth investigation into the grassroots mobile government office platforms in selected towns and communities across five provinces and two municipalities.Based on relevant data,it conducts a multi-dimensional analysis of the current progress and issues in the grassroots burden reduction work,particularly in the governance of government apps.The study finds that the"burden on fingertips"is difficult to completely eliminate,largely due to the relatively lagging development of grassroots mobile government office platforms.The unsatisfactory supply of platforms stems from the prevalent tendency of emphasizing the frontend over the backend in digital government con-struction across regions.Most of the governance measures taken have merely eliminated superficial irregulari-ties,rarely touching upon the technical logic of the development,optimization,and operation of government apps themselves.Consequently,this paper proposes that to promote the construction of grassroots mobile gov-ernment office platforms and achieve effective governance of government office apps,it is necessary to imple-ment the concept of digital government organs building,enhance product quality,and improve construction and operation modes at the technical level.At the management level,attention should be paid to user needs while fully exploiting platform potential,strengthening digital empowerment,and effectively reducing bur-dens at the grassroots level.
