Mobile phones have been embedded into people's social lives as a medium,and represent one of the significant achievements in the 30-year development of the Internet in China.The evolution of China's mobile phone technology has undergone phases from importing foreign technologies to imitative inno-vation,and ultimately to independent innovation.This study reviews the development history of mobile phone media technology and the mobile phone industry in China,outlining the stage characteristics of the indige-nous path.It examines the roles and related networks of four types of actors:the government,social groups,foreign technology companies,and domestic technology companies.Government policies have had a signifi-cant impact on the diffusion of new technologies,presenting a spiraling upward pattern of"technological in-novation-social application-policy-guided dissemination"in technology governance.Integrating theories such as imitation law,innovation diffusion,and disruptive innovation,and based on China's practical expe-riences,this study posits that the development of China's mobile phone media technology and industry ex-hibits a neotype"dual innovation diffusion"model.This model helps to re-conceptualize how mobile phone media technology is embedded into Chinese society.Moreover,China's mobile phone technology develop-ment model,which leans towards an innovation-centred independent development system,provides an im-portant reference for promoting the construction of a cyber power and a digital China,as well as for the tech-nological independence of Global South countries.
