Efficiency and Legitimacy:The Logic of Government Behavior in the Diffusion of Government Open-Data Policy——Event History Analysis Based on Data of Prefecture-Level Cities in Six Central Provinces
Government open-data is an important part of the digital China strategy.The central region connects the east and the west,cracking the internal logic and mechanism of its government open-data poli-cy diffusion behavior is of great significance for promoting digital governance,but it has not yet attracted suf-ficient attention.Based on the event history analysis of the panel data of 53 prefecture-level cities in six cen-tral provinces from 2015 to 2023,the contribution rate of efficiency-legitimacy logic variable to policy diffu-sion is discussed by using the Shapley value decomposition method.It is found that efficiency and legitimacy run through the whole process of the diffusion of government data opening policies in the six central prov-inces.Administrative level,economic development level under the logic of efficiency,intergovernmental competition pressure and public demand under the logic of legitimacy are the main driving forces for prefec-ture level cities in central China to adopt government data opening policies.Compared with the logic of effi-ciency,the logic of legality is more explanatory and dominant to the diffusion of government data opening policy.Based on this,in the future,we can accelerate the diffusion of government data opening policies by continuously promoting local economic development,optimizing intergovernmental competition and learning mechanisms,encouraging public participation,and strengthening institutional construction,so as to provide policy support for further releasing the value of data elements.
