Introducing artificial intelligence(AI)into governance is transforming the information pro-cessing logic,administrative rules,and organizational legitimacy of modern bureaucracy.AI creates a seam-less and continuous panoramic surveillance structure.This reshapes the traditional domination-submission logic of bureaucracy,gradually replacing it with the surveillance-discipline logic of the digital age.This shift triggers a revolution of dominant mode.AI's integration with bureaucracy leverages its near-perfect instru-mental rationality to compensate for the human irrationality,structural irrationality,and inefficiencies of the bureaucratic iron cage.Humans initially introduced AI with the aim of efficiency and motivated by instrumen-tal rationality.However,AI will diminish the value of many positions and even challenge the significance of human in the bureaucracy.The public governance system will face value dilemmas and the challenge of the AI black box.This will push bureaucratic organizations to prove its worth.The future public governance sys-tem must adapt to the development of AI applications.Humans will play as knowledge producers and defend-ers of value in the bureaucracy.
