基于大数据的网络舆情事件的演变规律与应对策略研究——以人教版教材插图事件为例

A Study on the Evolution Rules and Coping Strategies of Online Public Opinion Events in the Era of Big Data——Based on the Event of People's Education Press Textbook Illustration Incident

本研究以"人教版教材插图事件"为典型案例,借助网络爬虫软件收集微博、抖音等主要网络平台舆情数据,在舆情大数据分析的基础上,呈现和评估此次舆情事件的发生发展、应对处置全过程,揭示网络舆情传播规律,提出政府的应对思路与决策方案,进而推演出网络舆情治理的普遍规律.通过这一事件的舆情分析,对于未来可能出现的重大舆情与突发事件应急响应建议是:加强网络舆情监测,提高应急处置的前瞻性;加大网络舆情分析研判,确保处置方案的科学性;实现全媒体信息发布,满足公众的阶段性信息需求;实施全流程联动响应,完善网络舆情管控机制;启动应急社会动员,提升属地管理的风险承受力.
This paper,taking"illustration incident of teaching materials for People's Education Press"as a typical case,based on big data analysis of public opinion,this research reveals the law of online public opinion transmission and proposes the government response ideas and decision-making plans.For major pub-lic opinion and emergencies that may occur in the future,the emergency response suggestions are as follows:Firstly,strengthening the monitoring of online public opinion and improving the foresight of emergency han-dling;Secondly,increasing the analysis and judgment of online public opinion to ensure the scientific dis-posal plan;Thirdly,realizing all-media information release to meet the phased information needs of the pub-lic;Fourthly,implementing the whole-process linkage response and improve the online public opinion con-trol mechanism;Lastly,initiating emergency social mobilization and enhance the risk tolerance of territorial management.
