摘要
为解决数字化转型面临的数字公共底座不牢、应用系统重复建设、标准规范缺失等问题,借鉴信息系统战略三角模型,提出城市数字化转型理论框架,该框架从业务、技术和组织三个维度描述了城市数字化转型的基本方式和路径.为了检验该框架的有效性,以湖北城市数字公共基础设施建设作为典型案例进行深入分析.研究表明,湖北城市数字公共基础设施建设历程、技术系统以及组织制度建设契合了城市数字化转型框架中业务维、技术维、组织维的内涵,较好支持了该理论框架.
Abstract
In order to solve such problems as unsolid digital public base,insufficient systematic design,the lack of standardization norms and insititutions,and so on,a theoretic a conceptual framework of urban digital transformation is proposed which is based on the model of information systems strategy triangle.This model describes the pattern and path of urban digital transformation from three dimensions consisting of busi-ness dimension,technology dimension,and organization dimension.To test the validity of the a conceptual framework,the construction of urban digital public infrastructure in Hubei Province is analyzed in this study.The results shows that the construction process,technological systems,and organizational institutions of ur-ban digital public infrastructure in Hubei Province are consist with the conceptual framework of the model of urban digital public infrastructure from business dimension,technology dimension,and organization dimen-sion.
