The construction of law-based government in China has entered the digital era.The outline for building a law-based government(2021-2025)clearly puts forward the goal and task of"comprehen-sively building a law-based digital government".It is an integration of information technology and rule of law.However,there are significant differences in the development level of law-based digital government a-mong various localities.Former studies concerned have focused on the multiple factors of the construction of law-based digital government,but few have examined the linkage relationship among those factors,especial-ly paying attention to local practices,regional differences,and the complex generate paths.Based on an integrative framework for collaborative governance of"system context-drivers-collaborative dynamics",this paper makes a qualitative comparative analysis of fuzzy sets on the development level of law-based digital government in 72 cities from six dimensions-resource condition,institutional environment,leadership,governance effect,public engagement,governance capacity-to explore the generate paths and core influen-cing factors under different configurations.The selected cases include 4 municipalities directly under the cen-tral government,27 provincial capitals,6 sub-provincial cities and 35 ordinary large or medium-sized cit-ies,which are diversified in administrative level and geographical distribution.Results show that there are three ways to build a high-level law-based digital government:the collaborative constructions of institutional environment and governance capacity;the collaborative forces from top-down and bottom-up;the collabora-tive effects of institutional supply and leadership-driven.Among them,institutional environment,governance capacity,leadership and public engagement are the core influential factors of regional differences.This study is of theoretical and practical importance for the construction of high-level law-based digital government in various regions of China.
