省域政府数据开放绩效的影响因素与组态路径分析——基于22个省平台案例的组态分析

政府数据开放作为我国数字政府现代化建设的重要组成部分,探究政府数据开放绩效的影响因素及组态路径对于加快政府数字化转型至关重要.文章依据技术-组织-环境(TOE)框架,以我国22 个省(自治区、直辖市)为案例,采用模糊集定性比较分析法(fsQ-CA)对影响数据开放绩效的因素开展组态分析,挖掘关键因素及组合路径.研究发现:(1)技术、组织与环境3 个维度因素均无法单独构成数据开放平台服务质量提升的路径;(2)技术、组织与环境三类条件具备"多重并发"的特点,共有3 种提升省级数据开放服务平台质量的路径:政府自发引导型、环境约束驱动型、技术主导推动型.各省级政府应因地制宜,立足"省域"实际情况,加强技术管理能力,完善与企业、公众等主体的协作体系,以实现数据开放服务质量优化,进一步推动数字技术赋能省域数据开放治理.
Abstract
Government data openness,as an important component of modernizing digital governance in our country,exploring the factors that influence the performance of government data openness and the path-ways of its generation,is crucial for accelerating the digital transformation of the government.Based on the Technology-Organization-Environment(TOE)framework,this paper takes 22 provinces(autonomous re-gions,municipalities directly under the central government)in China as cases,and uses the fuzzy set Quali-tative Comparative Analysis method(fsQCA)to conduct a configuration analysis of the factors which influ-ence data openness performance,and uncover key factors and pathways of generation.Results show that:(1)factors in the three dimensions of technology,organization,and environment cannot individually consti-tute a path for improving the quality of data openness platform services;(2)the three categories of condi-tions of technology,organization,and environment exhibit a"multiple conjuncture"feature,leading to 3 pathways to improve the quality of provincial data openness service platforms:government-led guidance,en-vironmentally constrained driving,and technology-driven promotion.Each provincial government should take measures adapting to local conditions,strengthen technological management capabilities,enhance collabora-tion systems with enterprises,the public,and other stakeholders,in order to optimize the quality of data openness services and to further propel the digital technology in empowering provincial data governance.
